As per the Controller of Certifying Authorities (CCA) in India, it is mandatory to use a USB token for storing any type of Digital Signature Certificate. The USB token must comply with specific security standards, including FIPS Level 3 certification and CSP 2.0 compliance.

DGFT Digital Signature / Digital Signature for Foreign Trade (EXIM DSC) by Matrics DigiSign
The use of Digital Signature Certificates (DSC) has been made mandatory by the Directorate General of Foreign Trade (DGFT) for all electronic documents uploaded on its website. This means that EXIM organizations must possess a valid DSC for carrying out transactions on the DGFT portal.
Before processing any application for license issuance, DGFT verifies the sender’s identity, document authenticity, and the validity of the DSC. Online submission of applications through the DGFT website not only provides convenience but also offers a 50% reduction in license fees for EXIM organizations.
By using a DSC, organizations can effectively prevent fraudulent practices, such as identity theft, while filing bills of entry. When documents are submitted through Custom House Agents, it is mandatory to attach a valid DSC.
For organizations applying for an Import or Export License, a Class 3 DSC is required and must be registered in the name of an authorized representative. As per legal recognition, documents submitted using a DSC carry the same legal validity as physically signed documents and are entitled to benefits under the Information Technology Act, 2000.
